We have long maintained that once insurance is accessible and affordable, everyone must be required to purchase it. The new health reform law calls for all individuals who can afford health insurance to purchase a minimum policy. The mandate, combined with both insurance market reforms and affordability subsidies, will craft an efficient and equitable marketplace that works for all. A more sustainable health system must be a shared responsibility between individuals, employers, providers, and governments, and the requirement to purchase or enroll in coverage represents one part of an individual's responsibility to the larger community.
